Honestly, Mandate of Heaven is the best EU4 DLC that Paradox has released in a long, long time. In my opinion, of course. I don't regret buying it, but it's still not $20 worth of content, frankly. So yeah, it's definitely worth getting on sale. Hopefully by that point Paradox will tidy it up and dial back Ming a little too.
Eu4 is an old game that requires much more time and effort to get into. You will have to put a bare minimum of 100+ hours into the game just to learn the basics without any dlc mechanics, there is 300 dollars worth of dlc and the most recent patch and dlc are terrible to play on in my opinion.

Then if you see yourself still playing after 12 continuous months, look up the features you deem 'essential' and buy the DLCs that add those features, when they're on sale. Everyone plays differently. I've personally played almost every month over the past 5 years (going Hoi4 and CK3 in between there).
The base game is a reasonable $40 but there are dozens of dlcs and altogether cost hundreds of dollars. EU4 just went on sale on Steam. Go get it and a few expansions (Art of War, Common Sense, and either El Dorado or Cossacks) I just saw. Just purchased EU4 with Art of War and Common Sense for $23.77 including tax.

Helps with alot of situations like break alliance, so u don't have to go to war with an ally if they are in an alliance with the war target. But it does make the game alot easier. Depends on whether u think thats a good or bad thing. Leviathan launched together with a broken patch wich resulted in awful reviews.

Art of war is considered to be the most usefull DLC, with a lot of features that make your life way easier (and should actually just be part of the base game). Common sense adds the option to develop your provinces, very usefull for some unused powerpoints, and for getting institutions. Rights of man adds ruler traits, and great powers.
